The City of Shelley's Mayor and four Councilman are elected to serve a term of four years. The appointed officials include the City Clerk/Treasurer, Police Chief, Public Works Director, Building Inspector/City Planner and Parks and Recreation Director. These department heads are appointed by the Mayor each year.
The elected and appointed city officials strive to serve our community with fairness, professionalism, and courtesy. They are dedicated to maintaining stable growth and economic development.
Mayor & Council
Mayor Kim Westergard
Kim Westergard proudly serves as Mayor of the City of Shelley, bringing with her a deep love for the community and a lifelong commitment to service. A fifth-generation Shelley resident and graduate of Shelley High School, Kim is rooted in the traditions, values, and strong sense of community that define the city.
Before being elected Mayor, Kim served 12 years on the Shelley City Council, including time as Council President. During her tenure, she worked closely with multiple city departments, including Parks and Recreation, Public Works, and Building Inspection, gaining valuable experience in city operations and infrastructure planning.
Kim is also a small business owner, having operated her salon in Shelley since 1997. Her decades of experience working directly with residents have given her a unique understanding of the needs and perspectives of the community.
Throughout her years of service, Kim has been actively involved in numerous local initiatives. She is a co-founder of the Heart to Hand Food Pantry, has supported downtown beautification efforts, and has worked collaboratively on projects such as the development of new tennis and pickleball courts at Brinkman Park. She is also a strong supporter of local schools, public safety, and community volunteerism.
As Mayor, Kim is focused on maintaining Shelley’s small-town character while planning responsibly for growth. Her priorities include strengthening infrastructure, supporting economic development, enhancing communication and transparency, and fostering opportunities for community involvement.
Kim and her husband, Brett, have four children and a growing number of grandchildren who keep them busy and connected to the future of the community they love.

Councilman/President Leif Watson
Councilman Don West
Don West was elected to the Shelley City Council in 2023 and is honored to serve the community he calls home. Raised in a small farming town in Central Washington, Don understands the values of hard work, neighborly support, and community pride, values that are also at the heart of Shelley. He moved to Idaho Falls in 1979, and in 1995 married Julie Hammer, a Shelley native. After living in Utah for over a decade, Don and Julie returned to Shelley in 2007 to raise their family. They have four children and four grandchildren, and take pride in having raised their two youngest, Hunter and Hannah, here in the Shelley community.
Don's professional journey in Information Technology began in Utah, where he played a pivotal role in managing the financial division's computer network for an automotive giant and spearheaded their disaster recovery planning. He later transitioned to the financial sector, accumulating over 25 years of expertise in designing, building and securing data networks for multiple financial institutions, ensuring the financial institutions operated efficiently, securely, and in compliance with governmental regulations.
Grateful for the opportunity to raise his family in Shelley, Don is committed to protecting its small-town character while helping guide thoughtful growth and improvements that will benefit both current residents and future generations.
Councilman Sean Kress
Sean Kress and his wife, Brooke, moved their family back to their Eastern Idaho roots in 2023 and are excited to call Shelley home. They’re raising five children here along with their lovable (and admittedly lazy) Bernedoodle, Griffen. Sean brings his experience as a business leader and founder of AscendIQ Partners to the Shelley City Council, where he’s committed to supporting the community’s growth while preserving its small-town values.
Sean Kress was elected in as Council Member Seat #4 on November 04, 2025.
